ELEMCO-Submeter cost!!!

According to the most recent financial statement for the WVH Housing Dev Fund: In 2009, the Corporation contracted with Elemco Building Controls, Inc. for a submetering system for $395, 529. That averages out to almost $1000/per household. According to NYSERDA the approximate cost of the submetering equipment plus installation should cost only $400-$600/per household! Why did we pay almost double? Is this explaining where certain bonuses are coming from?
